1. Introduction/Background
Consisting of the countries of Cambodia, Laos, Myanmar, Thailand, Vietnam and
Yunnan Province of China, the Greater Mekong Subregion (GMS) is a region of
great potential. The Greater Mekong Subregion Tertiary Education Consortium
Trust (GMSTEC) is a network of leading universities committed to promoting cooperation
in education and development in the GMS. Its members are:
Australia: The Australian National University;
Cambodia: Royal University of Phnom Penh; Royal University of Agriculture;
China: Yunnan University
Lao PDR: National University of Laos;
New Zealand: Victoria University of Wellington; Massey University;
Thailand: King Mongkuts University of Technology, Thonburi; Khon
Kaen University;
Vietnam: National Economics University Hanoi; University of Economics
Ho Chi Minh City; Hanoi University of Technology; and Can Tho University.
Research into key issues related to GMS development is a priority for GMSTEC.
GMSTEC aims to develop multi-institutional research teams to tackle issues of
key importance to development of the GMS including climate change, food safety,
sustainable development, and governance, among others. Cooperative Ph.D. programmes
encouraging staff and students to undertake Ph.D. study at other GMSTEC member
institutions are also important in providing a basis for developing greater
research cooperation in the future. For more details on GMSTEC please see Annex

2. GMSTEC Research Fellowships
As part of its efforts to enhance research collaboration, GMSTEC has established
a series of research fellowships (GMSTEC Research Fellowships) to enable member
academic staff to spend time at another member institution(s) to facilitate
joint research projects.
The GMSTEC Research Fellowships provide an opportunity for meaningful academic
exchange. The fellowships are intended to encourage key researchers from GMSTEC
member institutions to meet around topic themes, to learn who is doing
what in those themes areas, and to develop a commitment to working
together on joint research. It is expected that the Fellowship visits would
result in the development of a joint research proposal. GMSTEC would then take
a lead role in applying for research funding.
The list of cross-disciplinary research themes for the fellowships for 2009
is as follows:
Climate change;
Sustainable development;
Food safety and security;
Governance.
Applications for these fellowships are now open and we invite academics from
member institutions to consider this opportunity for international collaboration
that will expand your research networks and help to develop an ongoing programme
of research among the GMSTEC network.
3. Terms and conditions
Three different kinds of GMSTEC Research Fellowships are being offered
as follows:
a) GMS to GMS cooperation
Four scholarships for GMS researchers to undertake research placements
of two to six weeks at another GMSTEC institution based in the GMS up to a maximum
of US$1,600.
b) NZ/Australia to GMS cooperation
Two scholarships for New Zealand and Australian researchers to undertake
research placements of two to six weeks at a GMSTEC member institution based
in the GMS up to a maximum of US$3,200.
c) GMS to NZ/Australia cooperation
Two scholarships for GMS researchers to undertake research placements
of two to six weeks at a New Zealand or Australian GMSTEC member institution
up to a maximum of US$6,400.
Applications will only be considered from staff at GMSTEC member institutions;
Applications will only be accepted for research visits in the cross-disciplinary
themes;
Applicants will need to have the agreement of their home university and
host university before they apply for a Fellowship;
The Fellowships may be used to cover travel costs, accommodation, and
living costs associated with placement at a GMSTEC member institution.
4. Required documents
a) A short description of the purpose of the visit.
b) At outline of the proposed area of research cooperation.
c) Curriculum vitæ of the researchers linked to the proposal.
d) A plan for the visit.
e) A budget.
f) A letter of support from their institution and the participating GMSTEC partner
institution.
